AI managers using more substitutes slots than available

I have found the same issue. It kinda ruins the game for me, because the opposition often don't have good substitutes. It makes the game way too easy.  If there are not 15 substitutes availabe for the AI team, it often happens that, for example, sub 1, 2, 3, 4, 5, 6, 11, 12, 13, 14, 15 are selected, which means, for the premier league, that subs 7, 8, 9 are filled in by youth players.

The weird thing is that in the first season everything is fine. The issue pops up in season 2.

Any update if this is going to be fixed? I hoped that this would be fixed by now. I am playing 24.4.4

Is this issue for every competition?
