Description of issue

I don't know if it is a bug or me misunderstanding it.
My board came to me to suggest club improvement.
I disagreed with their proposal and suggest to increase the wage for the head of player developpement's role. The club accepted but they increased the loan manager's wage.
As i understand it, i was expecting the Head of youth's wage to be increased.
