Professional status reverts in Spain 3rd tier despite rules requiring professional contracts

The board reverted to semi-pro the following season as well. 

Again ending the season with a negative balance, but within budget.

This happens at the same time as more than doubling the wage budget, but the conversation says they can't afford to be professional.

Edit: used the editor to give the club a positive balance (600k)  over the early June period when the budget is set. Club remains professional, no revert to semi-pro.

Edited the balance back to ~the previous amount. All seems well. will update if anything happens. I have prior and post saves if anything might help.
