    Description of issue

    As in title. I am playing a build a nation save and so all the teams have no managers or any staff for that matter, except mine. Kinda hard to build a nation when all the rest of the teams suck and have no way to improve coz no managers or coaches or any other staff. And it's pretty much impossible to loan any players to the other teams in the league, even if I try loaning them for 0% wage.

    Steps to reproduce

    Just play 1 season in the Singaporean Premier League. Try loaning any player out to a team within the Singaporean Premier League.
