In Brazil, the national league (Serie A/Brasileirão) always starts after the end of the state championships. And in game, for example, the São Paulo State championship finals are happening after the national league (Serie A/Brasileirão) starts. The São Paulo State finals are happening in game between 09/04 and 24/04 and the national league (Serie A/Brasileirão) is starting around 15/04.
So you can compare, in real life this year the first and the last São Paulo State Championship matches happened on those dates:
First match: 14/01/23
Final: 09/04/23
And the brazilian national league (Serie A/Brasileirão) first match happened on the 15/04/23.
If this can help you, I think the error is that you are letting a few empty weeks during the first stage of the state championships and that almost never happens in Brazil. It is almost always Wednesday, Sunday, Wednesday, etc. Changing this, will fix the issue.
