Description of issue
In FM24, the European Under-19 Championship qualifiers use a complicated four-round format similar to the Nations League, with teams being divided into three divisions - and promotions/relegations between the respective rounds. To further complicate matters, the first two rounds are played in the U-19 Preliminary Round competition (2000032590), and the last two rounds are played in the U-19 Championship Qualifiers competition (150787).
This format was announced in 2019 and was apparently going to be used from 2022 onwards, but it got postponed - and now it looks like it won't actually be implemented at all.
As of the 2024 European Under-19 Championship, the qualifiers actually still use the old two-round format (explained here) - with a Qualifying Round featuring everyone except the hosts and top seeds in 13 groups of 4 teams, and the Elite Round being played with 7 groups of 4 teams.
The U-19 Championship Qualifiers should be rebuilt to use this two-round format, and the U-19 Preliminary Round competition should be deactivated.
