    Description of issue

    Currently, the countries stipulated in the work permit rules are the J League's own rules and are not national rules.
    The rule that these countries are not treated as foreigners should originally be set in Suqad registration.

    There have always been rules that do not treat certain countries as foreign nationals.

    Using the work permit rule will affect all tournaments in Japan.
    Although it doesn't officially exist, if I added a level 4 league in the editor,
    it would have a rule that doesn't treat certain countries as foreigners.
    This rule is unique to the J League. It is not related to tournaments below level 4.

    Requires Suqad rules using Agreements.

    Hey Zachary, what he means is that nations treated as non foreign only apply to the J.League and not outside of the league. This means U18s and other competitions would be stuck with the rule of maxinum 4 i think foreign players registered to the squad with no exceptions for any division outside the J.Leagues.
