Description of issue

Whilst registering my players for the UEFA Europa Conference League R16 I've been unable to register Federico Moran. It has the Non-EU icon next to his name which has prevented me from registering him for Serie A but that shouldn't mean he can't be registered for UEFA competitions. Please help me resolve this.
