    Description of issue

After the first season ended I saw that CSA Steaua Bucuresti had obtained the promotion to the first Romanian league, Superliga. Legally they don't have this right because of being a state club. Even to this day, the management of the Romanian army doesn't want to sell the club to an investor and also can't affiliate with a private investor because of a lawsuit with the owner from FCSB in which they're asking for 35 million euros for using the name Steaua Bucuresti. It's a very complicated case from which only the fans have to lose but in the end, CSA Steaua Bucuresti can't be promoted to the first league as long as the team remains in the Army's management because this is the rule of the Romanian federation. In which is stated that no club that is owned by the state department, can't participate in the first league of Romanian football.

This is a statement of the federation president in 2021, https://www.digisport.ro/fotbal/liga-1/raspunsul-frf-despre-promovarea-csa-steaua-in-liga-1-punct-de-vedere-oficial-solicitat-de-digi-sport-1124355

And this on one is from June this year, 2023 in both is saying the same thing. https://www.digisport.ro/fotbal/liga-2/anuntul-ferm-al-lui-razvan-burleanu-pentru-cei-de-la-csa-steaua-astazi-e-ultima-zi-lucrurile-sunt-clare-2407847

Thank you for sharing this one with us, the QA team will investigate further.

    Hi. @Michael Sant

Is not a bug. Half of the Romanian second league teams are not allowed to promote because of similar issues.

So you either leave it like that, or change the whole thing for every single team that can't promote. Also, the links from above are from a Sport site.

The following teams are not allowed to be promoted in the 2023-2024 season, CSA Steaua, Corvinul Hunedoara, CSC Dumbrăvița, CSM Reșița, CSM Slatina, CS Șelimbăr, CS Tunari and CSM Alexandria.

It`s not known what happens in real life if 3 of these teams qualify for the play-off, so it`s best to leave it as we have it now, to avoid breaking the whole league structure and making the Romanian league unplayable.
