Description of issue
After the first season ended I saw that CSA Steaua Bucuresti had obtained the promotion to the first Romanian league, Superliga. Legally they don't have this right because of being a state club. Even to this day, the management of the Romanian army doesn't want to sell the club to an investor and also can't affiliate with a private investor because of a lawsuit with the owner from FCSB in which they're asking for 35 million euros for using the name Steaua Bucuresti. It's a very complicated case from which only the fans have to lose but in the end, CSA Steaua Bucuresti can't be promoted to the first league as long as the team remains in the Army's management because this is the rule of the Romanian federation. In which is stated that no club that is owned by the state department, can't participate in the first league of Romanian football.
