Players from Europe count as foreign players

I've wrote in official rules document during summer that all players with EU passports are considered as domestic,also I've wrote the same thing to Ben on 17/06/2023 by mail.

I've got an info that the rule works correctly at this point two hours ago by one of our testers.

Nah men, hope they will fix it with some hotfix or small update for all easy solvable bugs in 1,2,3 days, so i can show Barak Bachar how he should play.

I actually prefer the old way. It really made you focus on youth development and building up a nation. Would actually prefer to make save before this gets fixed haha
