    Description of issue

    Hello.
In the game, the cup qualifiers include Super League, First League, and a number of clubs from Serbian (Second) League.
I understand this might be improvised since lower leagues are not playable, but in case anyone wants to fix it, here's how it goes.

In reality this is the case:
16 Super League teams from previous season
16 First League teams from previous season
5 Regional cup winners (in-game should be 4, since there are 4 regions)
https://sr.wikipedia.org/sr-el/Куп_Србије_у_фудбалу_2023/24. (English version of the article does not have the same data unfortunately)
There you can also see this year's participants, next year can be generated through regional cups.

Attached official pdf document from FSS (Serbian FA).

    How to fix:

The difference is, in Football Manager Serbia has 4 regions (which is fine, since Western also includes the fifth region), so it should be like this:
-16 Super League teams from PREVIOUS SEASON
-16 First League teams from previous season
    -4 regional cup winners

What are the 4 regional cups?

-Kup FSRZS, also known as Kup Zapadne Srbije (Serbian(Second) League and Zone League clubs from the Local Region listed in the editor as Western Central Serbia and CSMKM region) https://fsrzs.com/wp/wp-content/uploads/2023/07/Календар-Куп.pdf
-Kup FS Beograda (Serbian(Second) League and Zone League clubs from the Local Region listed in the editor as City of Belgrade region) https://www.fsb.org.rs/takmicenje/kup-fs-beograda-predkolo/
-Kup FSRIS (Serbian(Second) League and Zone League clubs from the Local Region listed in the editor as Eastern Central Serbia region) https://fsris.org.rs/vesti/kup-fsris-2023/

-Kup Vojvodine (Serbian(Second) League and Zone League clubs from the Local Region listed in the editor as Vojvodina region) https://fsv.rs/kup-vojvodine-u-fudbalu/

How easy is it to fix?
Very easy! I've done it myself for my playthroughs in previous years.
For creating relatively realistic regional cups you need Serbian League and Zone League (optionally also Lower League if you wanna be tedious) clubs from their respective regions.
Regional cup winners qualify for next season of Serbian Cup, and this year participants you already have on the wiki page above.
    That's it!

What could be an issue with this setup?
The fact that in-game all the regional cups would be unplayable without adding at least one lower divisions in the editor. But, both currently playable leagues already participate in this system, so player would participate in the Serbian Cup either way, so regional cups would just add those 4 bonus regional cup winners to the first pre-round.

P.S. An alternative and probably easier way would be to "get best teams from region", 1 team from each of 4 regions, 3rd league or lower, and add them to the qualifying round against 4 lowest seeded 2nd league teams from last season.
That way there's no need to create "regional cups", and it's as realistic as it can get without them.

Also, sorry if I uploaded files in a wrong way in the original post.

That stage of the cup is working on the same way in past 15 years. That cup part was never a copy of reality since many of those competition doesn't exist in db.We've put it in just to make it more interesting and close to reality as we could.

If coders can set it I won't mind at all.

    I see, thanks.

The simplest way it could be replaced is by making the one qualifying round where 4 teams (1 from each Local Region from 3rd league and below) meet the lowest 4 teams from the previous season of 2nd league. Winners qualify for the first round of the Serbian Cup. The rest of the teams should be 16 from previous season of 1st and top 12 from previous season of 2nd league, making a total of 32 in the 1st round.

It's maybe 15 mins of work in the editor, but makes it much, much more realistic according to official FSS docs.
