Description of issue
Hello, I reported the same issue in Football Manager 2023 and it is still unresolved in Football Manager 2024.
I just loaded up a save with Sweden only loaded, and simulated to 1 December 2023. We can see here that 2 Second Division teams are playing against each other and 2 First Division teams are playing against each other.
How it should work is that the First Division North team should play against the winner from the promotion group with the teams from Norrland and Svealand.
While the First Division South team should play against the winner from the promotion group with the teams from Gotaland.
