Description of issue
I'm not sure if this is the correct place for this - especially as this is largely an FM23 issue (that appears to have continued on FM24) and it involves a vast amount of data rather than one player specifically.
I'm a bit disappointed to see Liverpool are still the walkaway Bayern Munich of the Premier League, as they have been for a few years on FM. I know they won't win it every year on every save for every gamer, but on average, they still seem to win the title at least 90% of the time, whether that's season one or season eight. Man City, despite Haaland and their recent treble, are still losing 10-12 league games and regularly struggle to finish in the top four. Brighton (though I accept the danger of them becoming overpowered based on last season) are almost always in a relegation battle, if not rock bottom, even without losing any of their top players (their highest value sale on my current save, screenshotted, is £350k). More minor instances are a tendency for Arsenal and Spurs to finish 10th or lower.
Of course, football is totally unpredictable and, if you were to simulate an identical, real-life Premier League season 100 times, it would end up completely different based on the slightest of margins in only a handful of matches. There's no reason Brighton couldn't have an awful season, or Man City finish 4th if three other teams have a great year. But the consistency with which these teams perform poorly suggests an underlying issue.
So I suppose this is a question more than bug report... is De Zerbi underpowered? Are there hidden attributes that make certain managers too weak? Is there something about Man City (perhaps poor starting squad harmony, overestimated language barriers within the team, Pep-ball not translating to the ME) that makes them weaker than they are in reality?
