  • Players from overseas able to sign outside of transfer window

    Description of issue

    I've created a custom Australia league system and encountered a problem where players at overseas clubs can sign outside of the transfer window. This also includes free transfers domestically, also against the rules. While they are not able to be registered, the transfer is still completed outside of the window. Additionally, clubs erroneously can sign more than one player in the Joker transfer window I created. I have attached the editor file and save game.

    Steps to reproduce

    1. Make offer for Australian player playing overseas outside the windows (14 June to 31 August, 1st to 31st Jan)
    2. They sign immediately
