I just started a save with the Danish national team (first time managing a national team in FM 24), and I have signed 3 scouts as shown in the pictures, but in the scouting section, it says "there are currently no scouts in the senior recruitment team. If you want to scouting recommendations, you will need to hire staff members."
I'm not sure how to set up a scouting system for national teams otherwise.
