2 Tycoons but zero transfers

I just seen Arsenal actually signed a few players in the June & then on the last day signed a young player for £10m.

Based on the comment you posted above, we don't believe this to be a bug then.

I think you're probably right now, they probably feel they have the quality in place already.

 

I'll keep an eye on it though
