There is a bug in the Israeli league that the teams in the league cannot buy players from each other, they can buy players only from different leagues.
In the pictures that i sent to you, you can see that the team Maccabi Tel Aviv who are the biggest team in israel didnt buy any player from israel which is the same as the others teams in israel.
