Impossible to assign scouting range despite having budget for it.

Description of issue

I'm a new Football Manager player, so this is my first game, which I started unemployed in the 4th French division (unlocked via the game's editor).

Since a few weeks (of the game), I have noticed that I once again have a budget allocated to scouting by my management (22,18k€, screenshots attached), but it is impossible for me to assign a geographical scouting area! whereas it was absolutely possible in the past, as I did last season. All the boxes are grey, I can't select them.
This means that I won't be able to scout any more while the mercato is coming up in a few days!!!!
Can you tell me if this is a bug? If so, how can I fix it?

Hello @Dieze17

The reason you can't select a scouting range is because your scouting budget is below 0.

You have minus €22,18k (that is indicated with the red lettering)
