Loan Contributions

I've tried offering 60, 70, 80, 90 and 100% for both values and it's rejected every time, I've carried on playing and missed out on him on loan as they kept rejecting, he's now joined Stevenage and they are paying £600 per week playing and unused so around 40% 

I'm having the same issue in my save but with loan extensions.  Most clubs won't want to extend loans, which is fine. but with some they specify a level of wage contribution to extend but any offer at or above the level is immediately unacceptable.
