We have this issue under investigation, thank you for flagging. 

I have experienced this issue too, it seems to happen at the end of the season for me and resolves when the transfer window reopens. Issue prevents you from buying players before interest is shown from other clubs.

I also have this issue. Playing as Deportivo and I have roughly 60% of my wage budget committed for next season yet I can't offer more than ~375 pounds per week for a Regular Starter. Makes building a competitive squad close to impossible.
