Given a negative transfer budget by the board, but I have plenty of funds in form of payroll. I can't even sign free agents because certain fees cannot be paid with the negative budget. I wonder if it's a feature or if it's a bug, because I find it pretty restrictive for a top flight norwegian team. Thank you
