Description of issue
Playing as Man City, I disabled the summer transfer window at the start of the save. This sets the transfer budget at zero.
It's now the 1st January and the window is open, but I haven't been given a transfer budget.
I have received various different transfer clause money over the first 5 months of the season taking the transfer budget to around 9 million, but that's it.
Bug? or intentional?
