I have set my Director of Football to "Assign Scouts" in staff responsibilities and he keeps creating "Standard" recruitment focus tasks for player positions that i don't use in my trained tactics. e.g. wingers and wide midfielders.
When i cancel them, after a few weeks he creates another one for another position i don't use.
In staff meetings they keep suggesting that i create recruitment focus for these same positions stating that my squad is weak in those areas, which is technically true as i don't have any players for those positions but i never use them.
