Description of issue
I have been at Edinburgh City and Dunfermline so far. Edinburgh City's scouting budget was $3k. I had it at 'no scouting budget' and took over the scouting to ensure I didn't use any money. The scouts continued going on trips and in 3 months I had a negative budget of $35k which was about to bankrupt the club.
The same is no happening for Dunfermline, where my $14k has been used up in 3 months and I can't stop them from spending money on random scouting.
This seems like a new bug, as this did not happen in any of the previous versions.
