    I'm encountering a difficulty in my saves (I've already tested it on the beta save and on a new save from the official game).

    Whenever I ask a scout to observe a player completely when they return the report it comes complete with a note but then when I search the observed players I cannot see the players' notes and despite the player being completely observed the level of knowledge never exceeds the 5%
