This is normal, as long as you have a COACH staff spot available, I've had my board sign another ( crappy ) assman if I set them to sign staff

I have 2 at one of my clubs

    Normal for FM24 ? Not for FM23.
If you signed a second assistant manager, FM asked you to release the current one.

Here now, in fact, the voice for the Assistant Manager no longer exists

Hi! This is pretty common in-game. As long as you have a free spot available in your coaching staff, you'll be able to sign a second assistant manager. It's actually very helpful when you don't want to lose your current Assistant Manager but find a coach that's only willing to take up the assistant manager job.

I don't know if the coach being an Assistant Manager rather than a Coach affects it's effectiveness as a Coach but it's useful nonetheless.

Honestly there was no problem on FM23 either. If a coach didn't accept a job, you simply didn't hire him.

Be careful, it seems to me that it is now too easy to hire staff with very high attributes.
In a short time, in the Italian Serie B, I built myself a very high level staff, even hiring Tassotti. Too many benefits in my opinion.
