Description of issue
Newcastle starts the game without a director of football or technical director. I approach a DoF and offer a contract. When I try for TDs they all want to be directors of football, even though they have the highest rating for technical director. This happens with all the free agent TDs in the game. I found a staffer already working as a TD (Aston Villa's Nick Haycock) and he allowed me to offer a TD job. The problem is he will probably sign a new contract with Villa. I should be able to at least offer the TD job to the newgen free agents. I'm not including a game file because I searched, but couldn't find where they're stored.
Steps To Reproduce:
Play Newscastle. Try to sign a newgen free agent Technical Director. You can't, because they will only accept Director of Football offers.
