    the Board wants me to sign young players, but the board cancels transfers due to not getting a permit..

    You can use your scouting team to identify players that don't require work permits or are likely to receive work permits so that you can sign them. Trying to sign players in real life that don't have permits is also difficult and this is shown in the game.
