AI Managers of other clubs are not registering their players at the transfer deadline, they enter the season with no players registered

I went on holiday during the registration period and my assistant manager registered my squad just fine, but I am not sure why the AI managers of other teams aren't able to do this.

please help me with this

Are these players not actually appearing in matches? Sometimes when viewing other team's squads the 'unr' player status icon shows, but they are actually registered.
