    Description of issue

    When going to manually assign individual scouts to recruitment focuses, when opening up the screen the game attempts to load and sort the scouts by nation knowledge, before crashing. I can scroll through the list and click on scouts, but when sorting by world knowledge the game crashes.

    Steps to reproduce:
    Load Save (BrightonScoutCrash.fm)
    Go to scouting
    Go to recruitment focus
    Open British Isles focus
    Open assigned scout
    Sort scouts by world knowledge
    Crash
