[PGE] Teams loses their 'Attached Transfer Ban' if they get a new chairman.

this is the file I used to test transferbans, not everyone is Attached, but all of the clubs in England top 2 divisons are banned in some ways

 

look at Man CIty since I think they will get a new owner before the 2nd season starts
