As shown here, the "Mode" is not present in FM23 Editor for user created parent divisions. It works for divisions already in the original database.

To recreate, create a custom division and add it in Advanced rules and try to set the mode.

Here is the file I have created, go to any of the parent divisions I have created and note that you cannot set the mode as shown in the image above.
