Description of issue
So the 3. Liga and the 2. Bundesliga have minimum stadium capacity requirements of 10.000 and 15.000 respectively, but many of the clubs in the Regionalliga and the 3. Liga have stadiums where the expansion capacity is set below these limits. This leads to promoted clubs being forced to build new stadiums and move temporarily during construction with devastating financial effects, when in reality most of these clubs would meet the requirements by adding temporary terracing or building additional stands at a much lower cost.
I would suggest that the expansion capacities of stadiums in these leagues be set at a minimum of 15.000 so they can meet the league minimums unless they genuinely are in locations where any expansion is physically impossible.
While I don't know what criteria is used to set the potential expansion capacities, I am quite certain that setting expansion capacities a bit more generously will lead to a more realistic in-game world than the current situation of new stadiums, forced moves and devastated club finances.
