    Description of issue

    Had this come up today where the board made changes to the backroom staff limits. They no longer want us to have any scouts? I'm about 15% over wage budget to be fair but have 60 million in the bank and money still in my transfer budget.

    I'm assuming this is a bug. I have uploaded save game file just in case
