Cannot hire scouts with 3rd tier club even after getting promoted to 1st tier

Hello, this is a known issue we're looking into. For now can you try allocating more funds to your scouting budget. This should allow the number of scouts to increase.

We believe we've fixed this in one of our past updates now, but do let us know if you spot any further instances.
