I have seen that 8 out of 10 times I fine a player for poor performances (6.4 or below) I first get an inbox message stating that the player is developing concerns, and then when i hit continue (without discussing with the player about his concern) i get another message saying the player accepts the fine he got for the poor performance.
In every FM i have played i always fine players gradually for poor performances and i have never seens something like this.
those 3 players all got fine for ratings between 6.0 and 6.3
