Steps to reproduce:
1. Start new game
2. Select Bayern Munich or any German team that has 2 assistant coaches (Asst Man)
The issue is:
You can only delegate responsibilities to ONE of your assistant coaches. In the screenshots, you see that Xaver Zembrod and Dino Toppmoller are assistant coaches but only Xaver can hold a responsibility.
IDK if the bug is that you can have more than one assistant or if one of them cannot be tasked.
