STAFF 0-ZERO LIMIT

So in terms of the Scout we're aware of an issue currently where if you have no scouting budget available, the club will say you're not allowed any scouts. We'll look at addressing this in the future, but as a workaround for now, you can add more budget to the scouting and will see the numbers will go to a more realistic level.
