This has been happening in my save for 3 or 4 season, I just didn't notice until I was qualified for the league.
After Champions Path Third Qualifying Round each season, the league is never sent into the playoff stage. When you look at the league page it will state that the draw will be on the current date. If you simulate a week, it will state the draw will occur on the new current date.
I'm not sure of a way to recreate this as it has happened 10 seasons into my save and seems to reoccur each following season.
