Description of issue

When I started the save I had 2 available spots for scouts. Then the board reduced the scouts from 2 to 0. In March secured promotion to the Championship. Number of scouts still 0. Cant ask the board for more scouts.

Same issue here in Caldas even after getting promoted to the second tier in Portugal
