Scouts does comeback with reports

Hello, players aren't getting recommended because they don't meet the requirements of the recruitment focus, this is working as intended, thank you.

Maybe we are doing something wrong then or misunderstanding the focus screen. I've sent multiple scouts out all with 18+ ratings to find me a player whose potential is 4 star or above, aged between 15 and 27. There HAS TO BE players that fit the bill, but no matches on the focus reports??? Theyve been sent to South America, Central/Northern/Southern Europe. 

Are you telling me there isnt a single player younger than 27 with a 4 star potential?

Its defintely not working properly. None of us are getting recommendations. My scouts are seemingly watching games, however 'next planned match' is always n/a.
