Description of issue

I want to loan a player from an AI manager.

AI: 100% of his wages and a big fee please and ABSOLUTELY and negotiating. Even if I offer 90%. Nope straight back to 100% wages. This happens with so many different players, across numerous leagues from Premier League to Serie A, to EFL league 2.

The reverse - I try loan out a player. AI - offer 10% wages max, and I negotiate to 20 or 30%, they cancel, everyyyyy time!!

i get the same thing too, but this was happening in FM22 as well and was never fixed
