This is still happening: even if you promise a player you will loan him out you still can't get offers because clubs - that don't appear as interested on the transfer window - tell you in an inbox message that they aren't offering because the player doesn't want to go. If you use the editor to force him to go to one of them, he then says he's happy you fulfilled the promise. Which is it?
