When just offering out a player for loan you rarely get any offers. When you then however target offer them out to specific nations suddenly teams make offers for them. In my opinion offering a player out should've already offered the player to the clubs making offers.
It's not strictly speaking a bug I'd say but it's very annoying when trying to loan players out especially if you've 20+ players you want to loan out that you don't get offers only you manually select every nation you want to offer them out to. In my opinion that feature should only be for special cases when you want a player to gain a specific nationality etc. (this has also been a massive issue on fm22)
