Scholarship contract conflicting with minimum keeper requirement

During first registration, I was able to register a team with 4 keepers, 3 of which sit outside roster as they are scholarship players, which only records 1 keeper - see screenshot.

I brought in a couple more players during mid-season transfer window, but now am unable to register the squad, and will be forced to release my new transfers so I don't have to re-register my squad (thus avoiding triggering this conflict).

I don't understand why this wasn't triggered at the start of the season, but is now.
