I holidayed for the first season until June 10th 2023 and then took over as manager of Liverpool. The summer window has not opened and I'm currently in late July. No club has spent money outside of the pre-configured transfers (Kulisevski to Spurs for £30m for example). I can provide a save file tomorrow morning, but this looks like a bug.
My budget is £0 and when I bid for a player I'm told that no transfers are allowed during this window.
