    Description of issue

    If you are under a transfer embargo it stops you even loaning players, this is allowed. 

    Recreate: load as Reading and try to loan someone.

    Hi, when under a transfer embargo, clubs are allowed to sign players on loan or free agent deals if they have less than 23 players of professional standing in their squad but given the depth of Reading's squad already, they will not be able to.

    Well I returned Joe Lumley when he picked up an injury and still couldn’t sign anyone.
