FM09 editor question- which nation is easiest to edit to make a new league?

I'm looking to make a league of custom teams and preferably only want 1 playable division + even better if there is no relegations or 2nd league.. also would be beneficial if there was no foreign player limits+ stuff like that - which league is best in this case to edit?

ok ive been looking around and I'm thinking of Wales, anyone got any other ideas tho? I know this seems futile considerng FM 10 is out soon but i cant wait
