different training for diff ages?

the general feeling is that physical stats are easier to train when under 24 (?), atm i have different schedules for young players and older ones with a bias towards physical training and mental/tech respectively.

few questions:

-what age would you move the young players into the older training, 24 or like ive been doing atm, when they hit 21?

-what about a under 21, that is a first team starter but has more potential training stars to achieve?

-how about a under 21 that is a first teamer playing at his potential, i'll use messi as an example.

All merely my opinions:

1 - I have a "part-way" training where the 21-24 players are being trained at a less physical and more technical biased than those under 21 but not as much as those above 24.

2 - That would be determined by what areas he needs to be improved.

3 - Very limited Physical training, if he is at or near his peak he needs to focus on technical and mental than anything else.
